IVS Analysis Report for I21351 ($21DEC17XU)

Problems: This is the analysis report for the final (third) release of
          21DEC17XU.  WACO's final release is identical to its first
          release on 12/17 with only data from ISHIOKA and WETTZELL.  
          The WACO correlator had generated a second release earlier
          today in which the correlator tried to add data from KOKEE,
          but this effort failed because WACO found that KOKEE had
          observed the wrong schedule. The second release also lost
          some previously correlated ISHIOKA/WETTZELL observations,
          so WACO has released its original version as the final
          version, restoring the observations.  
          
          The GSFC AC has reanlyzed the new release, generating 
          a third GSFC vgosDB file set.  The new file set and the 
          solution results are slightly different than on Friday 
          due to small changes in a priori input values.
